Researcher Guide

  1. Aim and Scope

NUML International Journal of Engineering and Computing (NIJEC) is a research journal that invites contributions of original and novel fundamental research for scientists and engineers involved in all aspects of computer science and technology to publish high quality papers. The journal aims to provide a forum for the presentation of original fundamental research, interpretative reviews and discussion for new developments in the area of Engineering and Computing.

The objective of NIJEC is to provide an international forum for the publication and dissemination of original work, which covers all aspects of electrical engineering, mathematics, computer science theories, models and new programming development, and software engineering aspects.

NIJEC will not limit itself to a single perspective or approach, but seeks to represent the diversity of the aforementioned fields. Besides, the journal also publishes peer-reviewed full-length articles from proceedings of conferences held in NUML in the form of special issues.

  1. Publication Frequency

NIJEC is published biannually, both in soft and hard form, in the months of June and December each year. Besides, special issues of this journal will be published non-periodically from time to time.

  1. Open Access Policy

The NIJEC provides immediate open access to its content on the principle to make research freely available to the public that supports a greater global exchange of knowledge. In this regard, all published articles are available online on the journal website.

  1. Remittance for Reviewers:

The journal Charges No Fee to scholars for publishing research papers in the journal. However, the journal pays a minimum of USD 50 to foreign reviewer and Rs. 2000/- to local reviewer for each review.

  1. Anti-Plagiarism Policy

The NIJEC follows the HEC Anti-Plagiarism Policy and all research papers are checked through Turnitin software before screening for publication. The journal accepts research paper having Turnitin Similarity Index 15% or below.

  1. Submission Guideline

All research papers submitted to NIJEC to be sent through https://nijec.numl.edu.pk/index.php/nijec in soft copy. All correspondence, including notification of the Editor's decision and requests for revision, takes place via above mentioned link.The NIJEC template can be viewed in author guidlines given below:

  1. Author Guideline

Researcher may choose to submit manuscript as a single Word or PDF file in a given template . One author must be designated as the corresponding author with contact details:

  • Email Address
  • Full Postal Address

Ensure the following items are present.

  • Manuscript:
    • Include keywords
    • All figures (include relevant captions)
    • All tables (including titles, description, footnotes)
    • Ensure all figure and table citations in the text match the files provided
    • Indicate clearly if color should be used for any figures in print
       
  • Graphical Abstracts / Highlights files (where applicable)
     
  • Supplemental files (where applicable)
  • Further considerations
    • Manuscript has been 'spell checked' and 'grammar checked'
    • All references mentioned in the Reference List are cited in the text, and vice versa
    • Permission has been obtained for use of copyrighted material from other sources (including the Internet)
  1. Submission Declaration and Verification

Submission of an article implies that the work described has not been published previously. Moreover, it is not under consideration for publication elsewhere. Besides, if accepted, it will not be published elsewhere in the same form, in English or in any other language, including electronically without the written consent of the copyright-holder.

  1. Copyrights

Upon acceptance of an article, authors will be asked to complete a ‘Journal Publishing Agreement’. An e-mail will be sent to the corresponding author confirming receipt of the manuscript together with a 'Journal Publishing Agreement' form or a link to the online version of this agreement.

  1. Code of Ethics

Since we are the members of the global research community and are directly or indirectly responsible for improvisation in technology thus affecting the quality of life throughout the world, and in accepting a personal obligation to our profession, we researchers do hereby commit ourselves to the highest ethical and professional conduct and agree:

  • To accept responsibility in making research related decisions consistent with the safety, health and welfare of the public.
  • To be honest and fair.
  • To strive for technical excellence in the engineering profession by maintaining and enhancing our own knowledge and skills. Not to steal property, time or resources.
  • To avoid real or perceived conflicts of interest whenever possible. When possible to demonstrate our performance capability with our skills via projects, leadership, and/or accredited educational programs and will encourage others to do so as well. Not to hesitate to seek assistance or guidance when faced with a task beyond our abilities or experience.
  • To embrace other professionals' advice and learn from their experiences and mistakes.
  • To treat this as an opportunity to learn new techniques and approaches. When the situation arises that our assistance is called upon. To respond willingly to share our knowledge with others.
  • To reject bribery, kickbacks and professional misconduct in all its forms.
  • To strive to convey any knowledge (specialist or otherwise) that we have gained to others so everyone gains the benefit of each other's knowledge. To improve the understanding of technology, its appropriate application, and potential consequences.
  • To seek, accept, and offer honest criticism of technical work, to acknowledge and correct errors, and to credit properly the contributions of others.
  • To treat fairly all persons regardless of such factors as race, religion, gender, disability, age, or national origin. Admit mistakes and correct them promptly. Not to injure others, their property, reputation, or employment by false or malicious action. Not to use availability and access to information for personal gains through corporate espionage.
  • To distinguish between advocacy and Science and not to present analysis and opinion as fact.
  • To respect intellectual property and will be careful to give credit for other's work. Never to steal or misuse copyrighted, patented material, trade secrets or any other intangible asset.
  • To assist colleagues and co-workers in their professional development and to support them in following this code of ethics.
  1. Review Process

The NIJEC shall not accept or publish manuscripts in its online journals without prior peer review. There shall be a review process of manuscripts by two or more independent referees who are conversant in the pertinent subject area.

Editors of NIJEC shall follow the review process which shall be clearly defined.

Authors should strive for maximum clarity of expression, bearing in mind that the purpose of publication is the disclosure of technical knowledge and that an excessively complex or poorly written presentation can only obscure the significance of the work presented. Material which is not essential to the continuity of the text (e.g., proofs, derivations, or calculations) be placed in Appendices.

Referees shall treat the contents of papers under review as privileged information not to be disclosed to others before publication. It is expected that no one with access to a paper under review will make any inappropriate use of the special knowledge which that access providers. Contents of abstracts submitted to conference program committees shall be regarded as privileged as well, and handled in the same manner. 

Periodicals which are published shall have a review policy that ensures the quality of the papers. This policy should be generally consistent with the NIJEC review policy contained in Policy Publication Standards for Authors, Editors and Referees.

The editor evaluates the recommendation and notifies the author of the manuscript status. The manuscript may be:

  • Accepted for publication as is
  • Accepted for publication with minor changes, with no re-review necessary
  • Accepted for publication after substantial revision and additional review, or
  • Rejected.

The comments of the anonymous reviewers will be forwarded to the authors, and when the authors are ready to submit their revised manuscript, read the comments of the editors and reviewers, and respond to them by telling what modifications they have made in their manuscript or why they have not made the suggested changes. Note that revisions must be completed and submitted within two weeks after the authors received the reviewers' comments. Late manuscripts may be rejected.

Material which has been previously copyrighted, published, or accepted for publication will not be considered for publication in the journals. The review process shall ensure that all authors have equal opportunity for publication of their papers. Acceptance and scheduling of publication of papers in these periodicals shall not be impeded by added criteria and procedures beyond those contained in the review process. 

 

12. Journal Policy

Publications Standards Policy
 

NIJEC supports the highest standards of intellectual discourse in its publications. 

All members of the publication process -- authors, editors and reviewers -- should be treated with fairness and balance, and adhere to the principles in Section of PUBLICATION PRINCIPLES. The principles in this document represent a minimum set of requirements. Individual publications may have additional requirements.

A publication with additional requirements shall have a publicly available statement of publication policies and procedures.
 

Publication Principles

A. Authorship

Authorship credit should be based on a substantial intellectual contribution. It is assumed that all authors have had a significant role in the creation of a manuscript that bears their names. Therefore, the list of authors on an article serves multiple purposes; it indicates who is responsible for the work and to whom questions regarding the work should be addressed. Moreover, the credit implied by authorship is often used as a measure of the contributor’s productivity when they are evaluated for employment, promotions, grants, and prizes. 

  1. The NIJEC affirm that authorship credit must be reserved for individuals who have met each of the following conditions: Made a significant intellectual contribution to the theoretical development, system or experimental design, prototype development, and/or the analysis and interpretation of data associated with the work contained in the manuscript. Contributed to drafting the article or reviewing and/or revising it for intellectual content.    Approved the final version of the manuscript, including references. (Deceased persons deemed appropriate as authors should be so included with a footnote).
  2. In papers with multiple authorship, the order of the authors shall be at the discretion of the authors.
  3. Once the list and order of authors has been established, the list and order of authors should not be altered without permission of all living authors.
  4. Any part of an article essential to its main conclusions must be the responsibility of at least one author.
  5. In the case of papers with multiple authors, a corresponding author must be designated as having responsibility for overseeing the publication process and ensuring the integrity of the final document. The corresponding author accepts the responsibility for:   Including as co-authors all persons appropriate and none inappropriate; Obtaining from all co-authors their assent to be designated as such, as well as their approval of the final version of the manuscript; and Keeping all co-authors apprised of the current status of a manuscript submitted for publication, including furnishing all co-authors with copies of the reviewers comments and a copy of the published version, as appropriate.
  6. Co-authors have responsibility for work submitted under their names. They should remain knowledgeable in so far as possible regarding the status of the manuscript, including the nature of any revisions.
  7. If a manuscript is revised and resubmitted to the same journal, co-authors should be asked by the corresponding author to reaffirm their assent to be listed as co-authors and to approve the revised version. In addition, if the manuscript is rejected or withdrawn from a journal and then submitted to a different Journal, the co-authors should be asked again by the corresponding author to affirm their assent to authorship even if no substantive changes have been made.
  8. Co-authors have the right to withdraw their names from a manuscript at any time before acceptance of the manuscript by the editor. However, an authors or co-authors name should not be removed from a manuscript without his or her permission. The responsible editor shall be notified of any change in authorship.

B. Responsibilities of Manuscript Authors 

  1. Peer review is essential to scientific and technical discourse. Authors are encouraged to have the first formal publication of their results be a peer-reviewed paper.
  2. Financial support of the work being reported and of the authors should be clearly acknowledged, as should any potential conflict of interest.
  3. Methods and materials should be described in sufficient detail to permit evaluation and replication.
  4. All data should be presented upon request by the editor, to facilitate the review process.
  5. Authors have an obligation to correct errors promptly.
  6. NIJEC define plagiarism as the use of someone else’s prior ideas, processes, results, or words without explicitly acknowledging the original author and source. Plagiarism in any form is unacceptable and is considered a serious breach of professional conduct, with potentially severe ethical and legal consequences.
  7. Fabrication and falsification are unacceptable.
  8. Authors should only submit original work that has neither appeared elsewhere for publication, nor which is under review for another refereed publication. If authors have used their own previously published work(s) as a basis for a new submission, they are required to cite the previous work(s) and very briefly indicate how the new submission offers substantively novel contributions beyond those of the previously published work(s).

Note: Authors should not discuss any aspect of a manuscript under evaluation with reviewers of the submitted manuscript. Manuscript evaluation with reviewers of the submitted manuscript.

  1. Only those articles of a researchers publication record that are directly relevant to the subject matter of the paper under consideration should be included in the bibliography. Furthermore, an article should be appropriately labeled as "submitted" when still in the review process or "in press" when it has been accepted for publication but has not yet appeared in print
  2. The NIJEC assumes that the material submitted to its journals for publications is properly available for general dissemination to the readership of those journals. It is the responsibility of the authors, not the NIJEC, to determine whether disclosure of their material requires the prior consent of other parties and, if so, to obtain it. If authors make use of charts, photographs, or other graphical or textual material from previously published material, the authors are responsible for obtaining written permission to use the material in the manuscript.

C. Referees of Manuscripts

  1. Referees should be chosen for their high qualifications and objectivity regarding a particular manuscript.
  2. Reviews should be prompt and thorough.
  3. Anonymity of referees should be preserved to the extent possible.
  4. Information contain in a manuscript under review is confidential and must not be shared with others, nor should referees use non-public information contained in a manuscript to advance their own research or financial interests.
  1. 13. Editors of NIJEC Journals

     a. Editors of NIJEC Journals

The NIJEC will be launched and published under the patronage of the worthy Rector NUML and the Director General of NUML. The launching and publication process of the journal will benefit from the continuous blessings of the patrons.

  1. Editor-in-Chief

The Dean FE&CS will serve as the Managing Editor of the NIJEC. The ME will overall supervise the NIJEC and is expected for following responsibilities.

  • Communicate with the university authorities for funding issues etc.
  • Getting the approval of the NIJEC
  • Formation of team to execute the initiative of the NIJEC
  • To define the scope of the journal
  1. Editor

The editor-in-chief will be responsible for the following activities

  • To communicate with the Associate editors of the journals
  • To receive the submission of the journal
  • To determine the worth and relevance of a manuscript in consultation with area editors
  • To assign the submission to respective editors
  • To establish the review process
  • To decide the papers acceptance / rejection based on editors recommendations
  • To ensure the plagiarism-free publications and the formatting of the papers
  • To develop the complete issue
  • To communicate with the IT department for online publications and achieve management
  • To communicate with the abstracting services
  • The develop a plan for effective citation management
  • To report to ME about the issues and achievements
  • To add/remove the editorial roles by the approval of ME
  1. Associate Editors
  • To determine worth and relevance of a manuscript in consultation with EIC
  • To initiate the review process for the papers assigned by EIC
  • To assign local and foreign reviewers for the papers
  • To conclude the review process and make a recommendation to EIC
  • To identify that if a submitted manuscript requires a proof read
  • To maintain the verifiable record of the reviewer’s feedback
  • To communicate with EIC for the redefinition of scope
  • To continuously work with EIC to improve the editorial board and the reviewers list
  1. Content Developer
  • To maintain the documentation of the journal
  • To keep a verifiable record of all the communications among the authors, editors, and EIC
  • To compile necessary letters, statistical reports, and financial summaries
  • To format all the manuscripts according to IEEE Transactions format
  • To communicate with authors for collection of publication forms and camera ready papers
  • To ensure that the manuscripts are free from grammatical and technical errors
  • To facilitate the EIC is communication of editorial decisions

 

  1. 14. Appointment of Research Associate

The members recommended that a faculty member having sufficient knowledge/skill for the formatting /editing should be appointed as a research associate. The role and responsibilities of research associate will be to manage formatting /editing of the research articles to be published. It is proposed that the assignment may be considered as equivalent to two courses (6 credit hours).
